Mr. Kibel is of counsel to the firm and a member of its Land Use, Environment and Natural Resources and Nonprofit Practice Groups. He specializes in litigation, administrative and transactional work involving water rights, environmental impact assessment compliance (California Environmental Quality Act [CEQA] and National Environmental Protection Act [NEPA]) and cleanup of contaminated properties. In his contaminated properties practice, or brownfields work, Mr. Kibel negotiates agreements and contracts between buyers and sellers of impacted property and works with insurance policyholders and insurance carriers, as well as local, state and federal regulatory agencies to reach site closure. Mr. Kibel represents clients ranging from public sector entities to private sector corporations, nonprofit organizations and individuals. He also works in the areas of international fisheries, ocean and trade-environment law and policy.
Prior to joining the firm, Mr. Kibel was a staff attorney for the Pacific Environment and Resources Center (1994-1996) and worked in the Office of Counsel for the California State Coastal Conservancy (1993-1994). He is an Associate Professor of Law at Golden Gate University School of Law (1996-present) and a former Lecturer at Stanford University (1999-2001) and serves as the Faculty Editor of the Golden Gate University Environmental Law Journal (1997-present).
