Mr. Holder is an associate and a member of the firm’s Land Use, Environment & Natural Resources Practice Group. He has advised public agencies and project proponents with respect to compliance with the California Environmental Quality Act and other environmental and land use laws and regulations.
Mr. Holder has broad experience in environmental review and permitting for a wide variety of residential, renewable energy and public projects throughout California. He has participated in proceedings before the California Energy Commission and the California Public Utilities Commission concerning large-scale solar energy projects.
Mr. Holder also has substantial litigation experience at both the trial court and appellate levels. He has represented project proponents and public agencies defending against legal challenges, and has also represented public agencies and organizations in litigation challenging agency actions.
